I'm not surprised seeing it as 9/10.
Regarding the FPS drops on some kaiju battle and watered down environment it's totally fine as long as it has the smooth gameplay. Besides it was released on a hardware what is very outdated now.
What's surprising is seeing Gotham Knights and A Plaque's Tale: Requiem running on 30FPS despite being released on a current gen consoles.
Kudos to Platinum Games for releasing a very solid game. Can't wait to get my copy on Friday
